The challenge
Why Compliance is Harder in Facility Services
Cleaning and facility services companies face a unique combination of workforce compliance pressures that generic screening providers aren’t designed to handle.
Check delays = lost billing days
Every day a worker sits uncleared is a day you can’t deploy them. Like stale inventory — uncleared workers are a cost, not an asset. Speed is revenue.
Large overseas-born workforce
Workers on student, 482, and working holiday visas need VEVO checks. Those with overseas history need international police checks too.
Government contract obligations
Federal and state government cleaning contracts mandate current police checks for all staff. Non-compliance can void the contract.
Multi-site complexity
Managing compliance across dozens of sites with different managers and no centralised visibility creates audit risk and admin burden.
Enforcement is increasing. Under the Migration Amendment (Strengthening Employer Compliance) Act 2024, Border Force and Fair Work Ombudsman are conducting joint inspections of employers with large visa workforces. An outdated VEVO check filed at onboarding is no longer adequate evidence of compliance.

Common questions
Questions from Facility Services HR Teams
Do cleaning workers legally need a police check in Australia?
There is no single universal legislative requirement across all cleaning roles, but several situations create a practical requirement. Government contracts (federal and most state) mandate current police checks for all cleaning staff. Aged care sites require police checks under the strengthened worker screening rules effective November 2025, including cleaning and kitchen staff. NDIS sites require checks for all workers with more than incidental contact with participants. Even where not mandated by law, most enterprise agreements and commercial cleaning contracts include police check requirements as standard.
How often do police checks need to be renewed?
There is no universal national standard. Government contracts typically require checks issued within the last 3 years. Aged care requires a certificate issued within 3 years under the November 2025 rules. Many facility services companies set a 2-year internal renewal cycle as a conservative standard across all sites. BusinessHub tracks every worker’s check date and sends automated renewal alerts so nothing slips through.
Do VEVO checks need to be done more than once?
Yes. Under the Migration Amendment (Strengthening Employer Compliance) Act 2024, employers are expected to demonstrate ongoing verification of work rights — not just a one-time check at hire. For student visa holders with fortnightly work hour limits, or 482 workers whose sponsorship conditions may change, periodic VEVO monitoring is essential to avoid liability. BusinessHub automates scheduled re-checks and alerts you to changes.
Can workers from India, Philippines, or Bangladesh get their international check through BusinessHub?
Yes. Workers who have lived in those countries for six months or more as adults can complete their international criminal history check 100% online through Worker Checks — no consulate visit required. The check is delivered to their Worker Checks portal and visible to you from your BusinessHub compliance dashboard alongside their Australian NCCHC. We cover 190+ countries including all common origin countries in the Australian facility services workforce.
Can workers pay for their own checks, or does the company pay?
Both options are available and switchable per check. Worker-pay means you invite the worker and they pay — useful for casual or contractor arrangements. Employer-pay uses your account credit balance or monthly billing — better for high-volume onboarding campaigns where speed matters. Most large facility services operators use employer-pay for Australian police checks and VEVO, and worker-pay for international checks where the requirement varies by individual history.
Can we manage multiple sites and branches from one account?
Yes. BusinessHub’s parent/child account structure lets head office view compliance status across all sites while site managers access only their own workers. Each branch can have its own billing if needed, or all activity can be consolidated to a single monthly invoice. There is no limit on the number of sites or users in your account.
